Paul was born on 21 October 1961 in Gerhardsville, Tshwane, now Gauteng Province. Paul’s mother was Mariam Nomula Mashatile, Paul was a domestic worker and Paul’s father was a priest.

As a student, Paul began Paul’s political career as an anti-apartheid activist in Alexandra, Gauteng, along with Obed Bapala and others.

Paul was a member of the South African Students’ Congress and a co-founder of the Alexandra Youth Congress, becoming the latter’s inaugural president in 1983.
